bug related to `drop_overlapping_assimilation_values`

The `drop_overlapping_assimilation_values` arg for fetching NWM data (points and grids) is set to True by default.

When True, it sets the reference_time to None. Currently (in main only) when True, reference_time is set to None for all configurations. It should affect only assimilation configurations
