Add event-ids for periods where baseflow is not dominant

• currently only adding IDs (start_date to end_date) where baseflow exceeds interflow
• Need to examine interflow dominant periods useful for FIM. etc.

Also:

• explore limitation around daily vs hourly data w.r.t. filtering and parameter estimation
