Phase out httplib.

Httplib requires linking openssl, which bloats the binary by roughly 4-5MB.

1. Implement Winapi http requests into wrapper.
2. Fallback to httplib on failure.
3. Send ping to raidcore api, to track failure rate.
4. Remove httplib entirely.
