[BUG] Game Client API certificate has expired

Bug Description
Game Client API certificate has expired. (https://localhost:2999/liveclientdata/allgamedata). Because of expiry, communication to the Game Client API is not possible without requiring extra steps like ignoring the SSL.

Developer impact
Each developer must either work around this issue if possible, or instruct their users to work around it.

Player Impact
Any features using the ingame API do not work.

Repro Steps

1. Install the CA (https://static.developer.riotgames.com/docs/lol/riotgames.pem)
2. Start the game
3. navigate to https://localhost:2999/liveclientdata/allgamedata
4. Now you see an expired error.

I would recommend disabling certificate validation for now. And based on what I've seen, a decent amount of developers do not install the certificate.

For us specifically this would be problematic, as we use a browser extension setup. So we are tied to the security rules of the browser. Asking all users to adjust their settings to allow certain exceptions is not desirable.

I'm not a Rioter by any means so don't take any of my two cents for granted, but I'd put out a notice apologizing to the users for the inconvenience and I'd just wait for next patch.

You probably saw the giant outburst on the 4th when League as a whole died due to the same issue. Obviously League as a whole being unplayable warranted a hotfix, a 3rd party API probably isn't on that level. My guess is the new certificate will be coming with the next game patch (8th iirc) but as I said, not a Rioter, this is just my guess.
