Prompt user to overwrite WESTPA folder

If a user makes a WESTPA folder and realizes there is something wrong with it, make it so they can run the same setup command without having to manually delete the old folder. Prompt the user to delete it, if they say yes, overwrite, if no, make a new folder with the suffix "copy" at the end of the folder name.
