CodeAuditor - expand to source code scanning

Raising the idea to expand CodeAuditor to scan source code.

This is definitely a long shot since the new CodeAuditor is only designed to scan a live page and not source code yet so we have to build this capability from ground up.

From what I'm understanding, we need to design the following:

• User experience to do this process
• Build Filesystem scanning capability to CodeAuditor (expand or plug-in system?)
• Security measures for filesystem scanning
• New Rule and scan mechanism for files
