Add LICENSE.txt file and license headers to sources #6
Description
The root directory should contain a LICENSE.txt file mentioning the code is
under the LGPL, and should also mention the license of any source I based
things off of (mainly scitbx).
Also, all source files should have a header mentioning the author and
license information. See OSG for an example...
