✅ Goals

1. Poll getPriorityFee (likely from Solana RPC or Jito).

2. Monitor wallets holding USDC (and no SOL).

3. Top up SOL to enable sweeping (if needed).

4. Pre-sign transactions (with advance nonces).

5. When priority fee is low enough:

   • Send the SOL top-up
   • Submit the prebuilt transaction (sweep the USDC)
