Consider updating the build system in Windows #204
Description
As Windows now asks you to update to the newer PowerShells, perhaps we should
- Use
pwshfor Windows as well - Move
powershell.exeto a <=5.1 variant - Optionally add an encoding to the 5.1 variant to fix Console output to support Unicode #167 and Problems with encoding UTF-8 in Powershell #170, but I'm not sure whether that would be more harmful than good.
