Sorry I need you to do one more thing.
Once you ran this command, there is a line with Project64.exe, showing you the process ID. In this case it is 6700.
You then have to run another command (replace the 6700 with whatever is the process ID for you):

tasklist /FI PID eq 6700 /FO CSV /NH /V

The process ID will change with every restart of the software, so please check that you are giving it the correct ID.
Maybe you need to set some quotation marks like this:

tasklist /FI "PID eq 6700" /FO CSV /NH /V

Apparently your window name cannot be read by task list.
Did you run both as admin?
The only thing I could imagine is that you ran the emulator as admin, but Net64 has been started as normal user, which could result in a permission
