Create standard method to collect Club Data

• Create a standard format for fetching all Club Data using a Google Form which can be filled by Convenor
• Write a script to parse CSV to JSON for the Club Data using Python.
• Store it in the scripts/ folder of the Website repository.
• Fields for the Club Google Form can be obtained from the Club Data JSON
