Currently there is no issue template to report Accessibility issues related to TechIsHiring

Describe the solution you'd like
A clear and concise description of what you want to happen. Add any considered drawbacks.

Add this Accessibility Template to the issues folder in .github: https://gist.github.com/marcysutton/346b33739135d5eaa0337e6d31704288

Use the bug template as a base, replace the wording with the one in the above template and add the Accessibility tag in the issue.
