Night vision flashing

Hi! I noticed that the night vision effect runs its entire countdown before refreshing, which causes a flash of normal vision before the effect restarts. I looked in the config files and saw that there's supposed to be a fix for this (which is already set to true) but it does not actually fix it. Other than that I love this mod!
