[BUG] Unable to start the tool in Windows in developer-mode

Current behaviour

So when I followed the installation guide and installed in windows for contribution purpose it show some module import error because those modules where not present at the location from where python is importing.

Steps to reproduce

1. Go to VsCode Terminal
2. Type any tix command
3. You will see module import error

I search through that particular file and found the imports which cause issues

I din't know how much it will effect the whole project as I didn't go through entire project yet it worked and basic commands like tix ls and tix add.

Please Ignore the red_lines under imports, it's just I am using Pyrefly as type checker instaed of mypy and it required pyproject.toml to be setup for it. I mostly worked with UV so during init project uv automatically setup pyproject.toml which also work for pyrefly.
