Add Setup Instructions to README

Problem Statement
The readme of this repo is empty. We need to add how to perform the initial setup to the README. Specifically, the steps from 1-4 in the issue description in #2 can be used.

The readme contains instructions for how to re-implement the functionalities. That's not necessary since its one and done. Let's only add setup instructions there; like how to set up the virtual environment, install required packages, run the app, etc.
