[FEATURE] Add ability to use Homeassistant API for TTS

Currently TTS is only supported on newer android devices which means older ones must play audio or any TTS using the audio feature. While this works fine, it would be nice if TTS could fallback to using the home assistant API to avoid having a script just for TTS on these older devices.
