Rightmost 3 LEDs glitchy #206

Hey friends! I've built a Turing Machine and all seems to be mostly working except the rightmost 3 LEDs don't seem to light up as expected. They do work (as there occasions when all LEDs light up) but in a simple 2 step sequence with one bit on and one bit off the first 5 LEDs work as expected, but the last 3 fail to light at all. When I try a 3 step sequence, some light up, but not at the times that they should.
I've attached a video where you can see the behaviour with a 3 step sequence initially, and then a 2 step sequence. As far as I can tell the output CV is not affected though, so struggling to see where the issue is. I've checked for continuity on the LEDs and gone over a lot of the solder joints, but not really sure where to go from here.
