Ability to locally build documentation

I think a nice enhancement to the CIL development experience could be to add a way to build the documentation locally. Currently it only seems to be supported easily through the GH Action.

I have tried getting something set up on Windows, but it is rather painful to get a ruby environment up and running as jekyll has dependencies which require compiler tooling to be available.
