Re-enable nequip 3.13 tests, eventually

> Nequip tests have been failing because there's a PyTorch TorchInductor bug on python 3.13. This will probably get fixed in newer versions of pytorch but for now, we should not run these tests? I assume that the orb and fairchem-legacy tests were disabled for python 3.13 for this reason as well.
