Toggle to switch bubble chart to (non-net) favorability #113

User feedback:
it might be better to present the graph showing a full favourable / unfavourable axis, rather than just the favourable axis (because on first glance, it looks like the first ESS poll shows that almost nobody is in favour of UBI, if you see what I mean).
I'm not sure how favorable and unfavorable on the same graph would look, but it could be interesting to have a toggle to switch from net favorability to "gross" favorability. Though to the extent that people learn more about UBI, and people move from unsure to either favorable or unfavorable, it could falsely indicate growing support.
