Display only 25 photos for selection and paginate additional photos

Users were impatient with the time required to load all available photos for selection from a gallery, etc. Users preferred to see batches of images limited to a more manageable number, such as 25, and then page through additional images as desired.

Basic pagination is accomplished in b540bbf. However, currently you lose your selections when you switch between pages. I am leaving this issue open until I add the functionality to save selections while changing pages.
