Allow Users to fill out sections of a proposal out of order #1528
Description
What is the problem and why is it a problem
It may make sense to allow users to save answers on topics out of order.
Currently you can only start answering the next section once the previous section is fully completed.
We cannot see a reason why this can't be the case and will help Users filling out a proposal.
