No option to run commands in a different directory

The most convenient way to run tests is to be in the test directory (`dev/tests/whatever`) and run `../../../vendor/bin/phpunit`, so that the `phpunit.xml` file doesn't have to be specified.

There should be a field on `workflow exec` to specify a working directory.
