Render excluded URLs in query result in public access

Excluded URLs are not shown in query result on public access interface. User does not know, when URLs has been archived.

I will create general AP with limited exceptions for querying, which will bounce for rendering on AP with authentication via bounceToReplayPrefix and bounceToQueryPrefix.

To jsem testoval a nerozchodil, inho už to ano nefunguje s OpenWayback, je to z roku 2008.

jj to jsem psal na Slacku, to je řešení, které jsme zkoušeli a nefungovalo. Proto se nechal psát ten nový skript.
