Grandma makes me mad

Once again, we have all remembered why we never use grandma: it's not balanced well. The meta has evolved to privilege claims collection, which means that Grandma is willing (and should be willing) to sacrifice their vote advantage to collect claims (I think it's only potentially a bad idea in WWW games, but that's an aside).

Thus, in order to weaken Grandma (and make it usable), I think we actually need to strengthen Grandma - to make it powerful enough that it can't afford to out itself. Any ideas? <@&1128435183113220106>

i actually think that maybe it has to have to steal two votes, though? because otherwise she can claim, steal once to prove herself, and then neutralise any risks of stealing the wrong votes and dying with them by not stealing again
