feat: Add motion tokens formatter to Canvas Tokens

🚀 Feature Proposal

Once the motion tokens have been added to to Canvas Tokens Studio in #3677, we need to add formatter in Canvas Tokens to turn that config into CSS / JS / TS variables for our canvas-tokens-web package.

Motivation

This will allow the tokens to be added to our tokens package.
