Keeps adding all detected mod folders on restart

Description
I have 2 separate installations:

Install A:
XCom (Steam)
AML
Mod folder

Install B
XCom (non-Steam)
AML
Mod folder

Whenever either in opened, it automatically adds the other instance's mod folder, creating lots of duplicates. Trying to remove them on the steam version unsubscribes from half my modlist. Removing the wrong instance in settings (or settings.json) readds it on restart.

Suggest a solution
Respect the folder listing in settings on restart.

AML always checks XComEngine.ini for currently present mod directories. Since "Install A" updates the ini-File with the mod-directories from its configuration, "Install B" will then read that file and integrate those directories into its own config.
It would be possible to add an option like "Do not auto-detect mod directories" and skip reading the dirs from the ini, if enabled. I will consider it.

This must be a regression, cause i could have sworn this was not the case before. I have a bunch of irrelevant duplicate warnings now and i played several campaigns before without that issue.
Edit to add that this happens in windows 11, not 10.
Edit 2, to be clear i went back with 1.5.1 cause 1.6 was impossible to have it ignore the steam directory, with 1.5.1 i could make it work by deleting the AML folder at APPDATA, deleting the config files and starting as an admin.
Edit 3 maybe 1.5.1 went bananas cause i ran 1.6 on this machine first (this OS is more recent than my last campaign) and wrote the AML folder first.
