Num Txns in DS Epoch is wrong #50
Description
During testnet upgrade, where I have to launch new testnet from current testnet's persistence, I observed the Num Txns in DS Epoch is wrong. For example, even if there are zero txns in the epoch, there is a non-zero number there.
