Constitution - Expulsion of members

I re-read it. Maybe time frames can be changed but in general I am fine with the process. Can remove 9.4 and 9.5 but this means members don't have a say in whether or not a member should be expelled if such member chooses to appeal. I need to check whether or not this is a legal requirement or just good governance practices.

Removed 9.4 and 9.5. Board's decision is final and it's effect is immediate rather then being 14 days after. Notification of judgement reduced from 31days to 21 days inline with other timelines in the constitution.
