Github Actions Check For MacOS Failing

The github action on this repository to test Mac OS Package builds is failing due to an error installing the "packages" cask, as seen first in issue : adoptium/infrastructure#4194

The cask was subsequently fixed, but the github action runners appear to have a cached or out of date packages store.
