Handle MOM6 sub-blocks (e.g. `KPP%` ... `%KPP`)

Currently sub-block markers (e.g. KPP% ... %KPP) are simply ignored.

nmltab should do something more sensible with them, because GFDL plan to use them more in future to avoid namespace clashes.
