Use probing to determine liquidity flows and trends #8

Description

@aftermath2

The prober module is designed to collect information from the liquidity state of channels in the network by sending fake payments to a node and analyzing the cheapest and shortest routes, ping time, and success probability.

It is currently unused due to the complexity of applying it effectively while avoiding spamming the network.

However, it could be really useful to make decisions once we have the list of top candidates, preferring those whose liquidity allocation indicates more activity and less drained channels.

It could also be used to capture channels' pictures across time, comparing them and determining if they are routing payments or sitting idle.
