You can see that b' depends on a by the equation immediately above Figure 1 which includes a.

I think that's right, and so below the figure it should also say "updates its belief to b' by updating b on the observation o and action a."

That said, if you assume that the observation is a tuple that always includes the action, the current representation seems OK.
