multiple actions with the same name breaks configd

Need to figure out why multiple actions defined in an actions_<service>.conf file cause configd stop working correctly.

When this happens configctl reports:
```configd socket missing (@/var/run/configd.socket)```

Probably something like configd fails to start properly, and there is some log message somewhere.
