Remove Priest Restrictions does not work

setting removePriestRestrictions=true does not change priest restrictions at all.

make sure both spellmod.properties & spellmod.config files exists in your mod folder if your missing one be sure to grab a copy from the GitHub to correct the issue.

i have both the properties file and config file all of the mod works except for priest restrictions
