Visual bug in Manage Bands screen

## Opening the "Manage Bands" screen will flash a message telling a user they have no bands yet before ACTUALLY loading their bands.

### Steps to Reproduce
npm run start or npm run tunnel
Open the app and go to User Settings screen
Press Manage Bands button to go to screen
Observe the flashing message
