Bug: User without role “Add issue tags” can add tags

Preconditions:

1. User has disabled the roles ""Add issue tags"" (Administration -> Roles and permissions -> Roles);
2. User included roles "Edit issue tags", "Display issue tags" (Administration -> Roles and permissions -> Roles).
   

Playback steps:

1. Login by the user from the precondition;
2. Go to the issues page;
3. Click RMB on the issue from the list;

Expected result:
The menu item "Tags-> Add" is not displayed or disabled.

Actual result:
The menu item "Tags->Add" is active.

Environment:

• Browser: Google Chrome 125.0.6422.60.
• Redmine version: 5.1.2.stable.
• additional tags: 3.3.0-main.
