Timepix listener and operator

Let's create a timepix listener that does almost of all of the same things that the LabviewListener does, but is specific to timepix.

Also, create /apps/processor_tp3.py, to launch it attached to the new listener.

Also, maybe we need a new XPSProcessor, since for timepix, we no longer need to create heatmaps, they will essentially be handed to us.
