Repo housekeeping

Before we do any more work on fixing bugs and adding features, I think some project housekeeping is warranted. I suggest:

• Update all packages to latest versions.
• Enable renovate (Configure Renovate #53).
• Ensure project setup and deployment instructions are up to date.
• Triage issues.
