Synchronize playback across multiple loaded videos

When loading videos (or pausing live feeds) we should be able to have a synchronized frame by frame slider. That way as you scrub through frames you're viewing them all at the same point in time.

Ideas:
1. Creation of a "pause all" button?
2. Creation of a "scrub all" slider?
