KEYPOD: Protect the `dev` branch

[Protect](https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/managing-protected-branches/about-protected-branches) the `dev` branch to avoid accidentally pushing commits directly to `dev`. Any changes to be incorporated into `dev` need to go through a pull request.
