[Task]: Upgrade self-hosted runner base image

What needs to happen?

As mentioned in #37115 (comment), we are currently using github runner with ubuntu 20.04 as base image.

We should explore if it is feasible to upgrade it to a newer version and make sure the current workflows can be seamlessly run on the new github runners.
