Use `uv` as the unified project manager

ASF INFRA recently reached a lazy consensus to adopt uv as the unified project manager among all INFRA projects.

asfquart currently uses poetry to manage the project, and it does release to PyPI.

I'm not quite familiar (yet) with using uv to release software, so I'd first create this issue to track the information and process.

Also, this can be a good first issue for anyone familiar with uv to help asfquart to migrate.

We've standardised on uv in Tooling too. We're happy with uv so far. Let us know if you have any questions; I will keep monitoring this thread.

Yes, the consensus across ASF Infra and Tooling has been to use "uv", migrating away from poetry. We recently moved Apache STeVe to "uv", too. ... given that these are the primary (known) users of asfquart, then it makes sense to align asfquart and migrate to uv.
