[MPOM-462] Remove jxr-report from parent

This report produces Java Cross Reference, that is already provided by both: GitBox and its mirror GitHub.

In turn, reports are utterly wasteful, they rebuild same project over and over again, just to build something already provided OOTB (nowadays). Removal of report lowers time, energy and lost hair.
