How can we reduce the utility of Ethereum?

Some blocks, for example 6819614, are without transactions but they are rewarded.

Ethereum provides two incentives for miners: block rewards and transaction fees.

1. All miners have an interest in the cryptocurrency’s long-term health;
2. Miners may deviate in the short-term to maximise their profit (Bonneau ‘16).

How can we reduce the utility of Ethereum?

Easy - reward miners for mining empty blocks.
