Update the script waiting-time-txs.py:

1. Update the script name.
2. Try to split the dataset into two parts based on gas_fee_cap and gas_tip_cap values.
3. Investigate how to graphically represent the impact of gas_fee_cap and gas_tip_cap values on waiting times.
