Suppress runtime logging from dotenv

Since upgrading to dotenv v17, the library outputs log messages during initialization that unnecessarily trigger our monitoring system. 

Suppressing these startup messages would be better. See the related docs: https://dotenvx.com/docs/advanced/config-quiet
