Investigate a more explicit way of detecting retries in `ProxyConfiguration`

Currently, ProxyConfiguration assumes that repeated calls to newProxyInfo are retries. This leads to confusion (e.g. apify/crawlee-python#156 (comment)). Perhaps a better way to do this exists.
