Explore using MOOSE built-in surrogate modelling tools

MOOSE has built-in surrogate modelling tools (see: https://mooseframework.inl.gov/modules/stochastic_tools/examples/)

Explore whether using these tools (instead of the existing models from botorch) improves or simplifies the bayesian optimisation workflow.

This issue requires MOOSE added as a dependency to SLEDO, see issue #7
