Add DB configuration

Heroku DB: "Please note that these credentials are not permanent.

Heroku rotates credentials periodically and updates applications where this database is attached."

I need a DB configuration to read the DB creds as they change, so I don't need to constantly update the creds manually. Use the HikkariCP library included in Spring Boot
